Identifying barriers to energy efficiency in historic buildings

As part of the 'Drawing the Baseline' work package within the FuturHist project, this report shares the findings from the project study of the obstacles to improving energy efficiency in historic buildings.

The FuturHist project carried out a survey aimed at understanding the main barriers that prevent energy retrofits in historic buildings. Nearly 150 responses were gathered from a diverse group of stakeholders—including practitioners, building owners, and public authorities—from 25 countries across Europe.

In addition to the survey, the project conducted structured interviews and collected detailed feedback through a 'practitioner form' with key experts from demonstration countries such as Spain, Sweden, Poland, and the United Kingdom. 

The collective feedback revealed that one of the biggest challenges is the current state of policies and legislation. Many of the existing rules are designed with new construction in mind, so historic buildings are often forced to meet performance targets that may not be suitable for their unique characteristics.
